UK MP’s Investigation Finds Grooming Gangs Exploited Children in 85 Areas Across Britain



A private investigation led by British Member of Parliament Rupert Lowe has identified the presence of gang-based child sexual exploitation in at least 85 locations across the United Kingdom. The findings suggest that such abuse has been ongoing for decades and is far more widespread than previously believed.

The report, released amid a broader national focus on grooming gangs, claims that most of the perpetrators involved in these networks are men of Pakistani heritage. The investigation also accuses authorities of repeated failures to take action and protect vulnerable children from being exploited.

The probe, launched independently by the MP, brings renewed attention to one of the most disturbing and sensitive social issues in the UK. Lowe said the goal was to uncover the scale of abuse that has remained hidden or unaddressed for years, despite warnings from victims and community leaders.

According to the report, the grooming gangs have operated in towns and cities across England, and the exploitation patterns reveal systemic targeting of children, many of whom were already in vulnerable circumstances. The inquiry describes incidents of rape, trafficking, and manipulation, with some victims abused over long periods.

The report claims that institutional hesitance to intervene—particularly around concerns of racial or cultural sensitivities—allowed many of these crimes to go unpunished for years. It points to law enforcement and social service failures in multiple regions and highlights a need for policy reform and stronger accountability.

Lowe’s investigation is expected to influence future debates in Parliament regarding how authorities respond to grooming gang activity and protect at-risk youth. Campaigners and victims’ advocacy groups have long pushed for more transparency and stronger legal consequences for those involved, as well as better support systems for survivors.

As the national inquiry into child sexual exploitation continues, this independent report adds to mounting public pressure on institutions to ensure no child is left unprotected and that justice is served, regardless of the background of the offenders.
