Angela Rayner Resigns as Deputy Prime Minister Over Tax Breach on Hove Flat

Angela Rayner has resigned as the UK’s deputy prime minister and housing secretary after it was revealed that she underpaid tax on the purchase of her £800,000 flat in Hove. The senior Labour figure also stepped down as deputy party leader, setting the stage for a new deputy leadership contest among party members.

Her resignation marks one of the most significant political departures of Keir Starmer’s premiership and represents a serious blow to the Labour government, just months after it entered office on promises of competence and integrity.


Findings of Ethics Adviser

The decision came after the prime minister’s independent ethics adviser, Sir Laurie Magnus, published his findings on the case. While Magnus said that Rayner had “acted with integrity,” he concluded that she had nonetheless breached the ministerial code by failing to meet the standards expected of senior government officials.

Magnus acknowledged that Rayner had sought legal advice during the purchase of the Hove property but criticised her failure to seek specialist tax advice, despite it being strongly recommended. This oversight, he said, led directly to the underpayment of stamp duty.


Rayner’s Statement

In her resignation letter to Prime Minister Keir Starmer, Rayner accepted responsibility for the lapse:

“I recognise that I did not meet the highest standards required when purchasing my property,” she wrote. “It is important that public confidence in government is maintained, and I do not wish this issue to distract from the work we must do.”

Rayner’s statement struck a tone of accountability while making clear that she believed her actions were the result of poor judgment rather than deliberate wrongdoing.


Political Fallout

Her resignation will have immediate political consequences. As deputy party leader, Rayner was elected directly by Labour members, and her departure triggers a fresh deputy leadership election. That contest is expected to be closely watched, with candidates vying to represent Labour’s grassroots at a time when the party is managing both the challenges of government and its internal divisions.

For Starmer, Rayner’s exit is a double setback: she was not only a high-profile Cabinet figure but also an important bridge between the leadership and the party’s base. Her departure could fuel tensions within Labour’s left wing, which had seen her as an ally.


Looking Ahead

While Starmer moved quickly to appoint David Lammy as Deputy Prime Minister in the wake of the resignation, the fallout from Rayner’s departure is likely to linger. The government must now contend with both a Cabinet reshuffle and the internal party election that her resignation has triggered.

The incident underscores the challenges of maintaining high ethical standards in public office and is certain to remain a point of contention in Parliament as opposition parties seek to portray Labour as failing to live up to its own promises of probity.
